ALCUE NET

Latin America, Caribbean and European Union Network on Research and Innovation

ALCUE NET aims to establish a common platform for the responsible politicians of EU-ALC, research institutions and the private sector. It also aims to reinforce and extend the National Contact Points (NCP) in the Latin-American and Caribbean countries as well as to collaborate with other INCO-NET projects and bi-regional projects.

ALCUE NET provides support to CELAC-EU S&T in the process of policy dialogue CELAC-EU and the Joint Initiative on Research and Innovation (CELAC-EU JIRI) to implement during 2013 and 2017, reflecting the suggestions and recommendations made by the Senior Officials Meeting (SOM).

Uruguay Innova

Support contract to innovation and territorial cohesion policies

Uruguay has been heavily promoting a policy in science, technology and innovation on a national level and especially established linked of linkages and international networks.

Accordingly, since 2008, the Ministry of Education and Culture (MEC) has created the Liaison Bureau with the European Union (EU) which has, among others, the responsibility to encourage participation of researchers, academic institutions and enterprises in various calls for tender, particularly in those of the 7th Cooperation Framework Programme. The EU has launched a new program, called Horizon 2020.

This project is included in the framework cooperation agreement between the European Union and Uruguay (2007-2013), in the support programme of innovation and territorial cohesion policies (INNOVA + INTEGRA II).

Uruguay INNOCA is program executed by the cooperation of the European Union in Uruguay which promotes specific actions to cover the full knowledge value chain in order to raise and share such knowledge.

The program Uruguay INNOVA performs four main lines of action:
1) Supporting the Institut Pasteur de Montevideo as excellence centrum, supporting the implementation of leading research programs for young scientists, as well as international courses in areas of the leading edge of knowledge in Biotechnology.
2) Supporting the internationalization process of the Center of Software Testing, so that the Center would be able to sell its services abroad, in a competitive market.
3) Transforming the Pando Technology Pole (PTP) in the Pando Scientific Technology Park, set up by law in 2008. 
4) Promoting the application of R+D in clustering processes with a focus on the county`s interior to increase synergies between the public and the private sector.

The MEC participates in the project by the following components:

·         Capacity Building in Uruguay in order to take advantage of the opportunities offered by the Framework Programmes for Research of the EU.

·         Realization of training activities (courses and/or workshops), diffusion of themes linked with the framework programmes

·         Once the trainings are realized, a network of synergies will be created.
